Ever since the Coalition Government in Karnataka took over the reins of the state on the 3rd of February 2006, the State has witnessed remarkable progress on all fronts.

The Government under the visionary leadership of Shri H.D.Kumaraswamy has accorded special attention for the rural upliftment on par with urban areas. As a result of which, now people are feeling no disparity between urban and rural areas as far as infrastructure facilities are concerned.

Honourable Chief Minister’s visit to remote villages and staying with the fellow villagers and devising remedial measures, many of them first in the country, has infact brought new hopes in the lives of the people.

The novel schemes have pioneered Karnataka to forefront at the national level.

This is an attempt of self evaluation of our aim in overall development of Karnataka because “the First step leads to mount”.

It is dream of me to build this and our Karnataka very powerfully to make it a model one in our country.

It is the seed sown by Sri. Gopala Krishna Adiga that, “Kattavevu hosa nadondannu hosa beedondanu”. It is not a simple worked to do which requires a lot of responsibility and work holism.

I remember Gandhiji for his saying that “we are not of lost time though it is ours, we are not of future though we are shapers but we are of present tense.”

We should be very careful in framing tomorrows and we should be fore and far views this is my belief.

We should give a force and strengthen the weaker sections, farmers, women and our youngsters. We can build a strong and strengthy society. Walked more in competing 38 irrigation projects which were in dilemma

Our farmers are suffering from loans, but we have arranged the agricultural loan in 4% interest to lead them a comfort life. In one year we had given 1500 cultural loan and we have policy to give a new shape which may end the suicide of our farmers. So Sri Siddalingaiah the Kannada poet, who has showed his care towards the farmer by this line, makes us to take same care on farmers. “Holauttu Bittoru, ……..Beyoru nanna jeva”

We have introduced “BAGYALAKSHMI” plan which gives a human and a special value for the girls and their future. We have spent about 234 crores of rupees and nearly 1lakh 75thousand girls have made use of it.

We have another scheme of giving bicycles to the girls who goes to school and we have planned to extend it to the boys also.

It is not a self pride of us instead it is a witness to our care for the society. We have opened the record number of primary and high schools, colleges that was not done by other governments, to say in numbers the number of high schools are 500 and P.U. Colleges are 200.

The government have release a grant that is maximum to the social welfare department to give our ears and hands to the weaker section. It is about 640 crores and more than last year about 46%.

For our youngsters, we have created self employment by “SUVARAN KAYAKA UDYOGA YOJANA” [S.E.S] one lakh of youngmen will make use of it.

“Villages are the backbones of our system” so for the economic development of these villages “Suvarna Gramodaya Scheme” is introduced.

In first stages 1000 villages are being selected to introduce this scheme in the expense of 1Crore rupees each.

To implement the conveniences of the towns in rural areas, 20crores of grant is kept in “Pura” scheme of our president and it is a pride that our state is the first to introduce that scheme.

We have decided to say goodbye to the residential problem of the weaker section of our society by giving the start to build six lakhs of houses. We are sure that we will do that work.

Our progress in the field of industrial development is a colored one and the capital we got was 80561 crores. It has created an employment 15lakhs and 58 thousands  and even more.

We have an aim of producing the fuel availability to 4,000 M.W. we have started 450 and more electrical sub stations simultaneously and have increased capacity of 168 stations, which is not done by any previous Government at the same time we are implementing the Rajiv Gandhi rural electrification scheme in 17 districts

Bangalore is in my custody because its my favorite subject to develop Bangalore. Bangalore is like a mini world. It is a mixed culture of rural and metropolitan.

If feel that is is correct to think that Bangalore is a village, though it is grown to whatever extent. My dreams is to make it global city by keeping all its traditional culture.

There is a large difference between the developing Bangalore in outside and the original Bangalore. To avoid this imbalance we have taken the project “Greater Bangalore” and we have executed all the works that make Bangalore unique in international level.

It was a belief before the Bangalore cannot get its own transportation but a colorful wind it was.. now we have given a super sonic speed to the works of Metro, which is true now but once was a dream.

There were so may paper figures who promised to give an international air port to Bangalore. But we are so fast in that way that our Bangalore would have a permanent place in global map with in two years.

In other hand, we are aware of the those that had been caused by the land-theft of government property. We have answered it by forming a team of officers to find the solution for this problem

Now I have given more drive to improve the basic facility of Bangalore and the developing constructions like underpasses, under flyover, bridges are being done in a fast way.

We have also give the concentration to improve other cities also like Hubballi, Dharawada, Belagum, Mysore, Mangalore, Shimoga, Gulbarga.

Our Karnataka is 50 now, it is a lucky chance to me to improve it in all the fields.

It is a pleasure to my Government that “Rashtra Kavi” award is again started and given to Shri. G.S. Shivarudrappa who fought for the integration of  Karnataka.

We have decided to bring the past grandness with beauty in all the part of Karnataka and this joy of the 50 should remain permanently.

So the main decision of government towards this side is to build traditional complexes, printing and publishing 110 or more kannada books, construction of Suvarna Kannad Bhavanas at Belagavi, Bijapura, Chamarajanagara and south canara districts. Publishing the fictions like Suvarna Karnataka, Bruhath Karnataka and Gazzetiar suvarna patha, producing the documentary films of our history of integral Karnataka, more than all we have decided to conduct “Vishwa Kannada Sammelana” at Belagavi because to put an end for all the mischief’s about Karnataka at the border and Balagavi.

I have a cordial relation with all the artist and the senior writers of Karnataka and hve taken the guidance of them. I have implemented it expecially about kannada. I am not all a hindered one to love Kannada because it is my life and soul. I always with the positive side of the poem “kannadada hola mannu, yevaga nan nidhi honnu, …..” writeen by Benagal Ramarao. I think it is sufficient to my own to Kannada.

I am always ready to give a pressure on central government to make Kannada a (shastriya) Classical language and the fight for that is restless. I am ever gratefull to Kannada Mother for being given a chance to work for Kannada culture and language.

The regional folks are the marks of that traditional and our heritage is very grandsome our art is unique. Our folkartist are highly talented and I have an intension to connect this rural culture with that of our towns and cities.

I have planned and integrated all the folk artists by “Janapada Mela” (Jaatre) and 25000 artists were encouraged by us is a comfortable thing to me as well as I have melded the 2 distinct cultures of the our rural and cities.

The lakh of people have enjoyed this are and were happy. My favorite programmes are “Janatha dharshana” and “Grama vastvya” [village camping]. “Janatha Dharshana” have made me familiar with the problems of the people where is was introduced with richness of rural life in village camps with a huge view of their problems.

We are positive with the Janatha dharshan because all my MLA’s and ministers have followed this. It is a matter of comfort to me. It is an effective media that took the administration of the doors of common man and I knew the life and difficulties, truth of handicapped and have taken steps to make him developed.

The village camps took me to the reality of life and to know the internal layers of the rural life. It helped me to know the clear view about the rural life. I have helped the rural by giving the facilities and I am able to do it. I had give a formal shape for their dreams.

We have also done some construction works like announce of new industrial policy (NIP), some actions to produce more electricity, some big schemes to develop the road ways, opening some medical colleges at  Hassan, Shimoga and Mandya. Building for high court ciruit benches at Hubli, Dharwad and Gulbarga.

The achievements  of MYTHRI (allied govt.)

The department of Water resources:

  • 39 Heavy and medium irrigation projects which are under progress. The grant given is 983.10 Crores
  • Reconstruction and modernization of distributing channels which are due to the leakage in Bhadra and Tungabhadra projects.
  • Kalasa-banduri project which was in dilemma is given the drive to supply the drinking water to the twin cities Hubli and Dharwad.
  • 23 co-operative association of water consumers in last 11 months.
  • A start of 21 irrigation project in selected 6 districts of the state and a grant of 1,208,71 crores to that project.
  • A progress of 3442crores of rupees in water resources department and 74418 hectares of lands to the range of irrigation.

Small Irrigation

  • The repair, reconstruction of 299 channels in Bangalore rural and Gulbarga District. The progress of the bore work in 261 channels and expected the completion in march 2007.
  • completion of 63 works in small education and water for 9951 hectares of lands.
  • 278 works or in progress of expense 225crore. So benefited to 37,726 hectares.
  • An aim to complete 474small education projects in coming 2years. From this 66497 hectares are benefited with irrigation.
  • 458crores of small irrigation projects are in stalled for re-habilitation of the farmers at Hassan, Chikkamangalur, Coorge, Chitradurga, Shimoga and Belgam district where more suicide were reported.
  • the steps to improve under ground water level in the states and in installation of hydrology projects in 18crores of rupees.

The Department of industries

  • A Capital of 80560crores in the industrial zone with in past 11months.
  • Medium scale industrial units which are granted are 589 and the number of big scale industries in 59 the are creating the job opportunities of 15,58,486
  • The aid given to small scale industrial units is 99crores.

  • The number of small industrial units is 10548 these are established units. A total capital of 36916lakhs of rupees with the job of opportunities of 48118. the period of the above is the last 11months
  • A new scheme of opening the residential workshop to the skilled workers was appreciated and the amount released for Kayaka Udyouga is 15lakhs.
  • A start of science and technological parks at Bagalkot, Mysore and South kannada. The total Value of the export done is 82279crores in this 11months.
  • A Drive to Suvarna Kayaka Scheme to help the un employee. 1lakh of employees can get the job opportunity.

INFORMATION TECHNOLOGY AND BIO-TECHNOLOGY (IT AND BT)

  • We are first in nation in this field 92 companies have entered in to state in which 53 or 100% are foreign companies. The capital is 2760crores.
  • Last year the State has exported 37600crore of business but in this year the business is 17130crores till now.
  • The number of bio-technological companies entered in state is 20 last year it was 32
  • Bio-technological park is done at Bangalore on the work and being started in May 2007
  • The basic technology of today’s development is “Nano technology” which is given a grant of 100laksh for its development.
  • A strong decision to open a regional and sub regional science sentence at Mysore, Raichur and Tumkur.
  • A thought of installed the science sentence at Shimoga, Belgam, Coorg, North Kannada and Koppala district.

Loans of 985lakhs

  • A drive for “Vadi” scheme as in Gujarath government. A fruit garden is distributed for a SC family till 6years and making that family to live in the profit. The starting financial aid for this scheme is 3.25crores.

Rural Roads and bridges

The total length of rural roads is 14,6713 kms, 623crores has been spent to develop these roads.

Supply of Rural drinking water

  • a project of 1019crores of rupees estimation for the drinking water systems in rural populated are of the state supplying
  • the project of pure drinking water in 60 villages of Boagepalli, Pavagada, Shira and mudaragiri taluks which is free from florides
  • the instalments of 216 bores well supply projects 480 tap supply project and 881 minor water supply project in rural areas for drinking water purpose and also 2216 tube and borewells
  • a grant of 50crores under the project of “Clean village”
  • for the drinking safe water supply clean water project is introduced. The implementation of water supply works for 3210 villages of 749 villages panchayath in 11 Taluks of Uttar Karnataka, the estimation for the projects is 135.11crores.

Health and Family Welfare Departments

    • electrical power supply to 17 girijan colonies.
    • the no of families that got electrification under Kutiraa jyothi project is 82327
    • the electrification of 2979 drinking water project and regularized of 2473 pumpsets under ganga kalyana project.
    • a project of 1028 crores for the electfification of rural areas of 26 district in Rajeev Gandhi rural electrification project
    • under the project 10.593 rural houses are electrified in 2438 populated areas of 47 vilalges here the families under poverty line is 72879. the spent amount till now for this is 183 crores.
    • The graft given by the central govt for the A.P.D.R.P scheme was 1,161 cores and all the works under this project had been completed.
    • 1,442 M.N of (current) electricity was produced by the renewable fuel sources.
    • The renewable fuel development board ltd is implementing the solar electrification in some rural area of the state. Jill now 17 villages are converted.

    Employment and training dept

    • 7 new industrial training institutions are opened in this year at Ramanagar Shikaripura, Gangavathi, Mundagody and K.R pet.
    • The upgrade of industrial training institutions at Bangalore Hassan, Mysore, hubli and gulbarga.

    “India respires in Villages” is a famous saying but it is a question that “is village living in good environment”. It is a rare example that who cares for villagers by seeing the circumstances of the villages by self but it is our cm who took the administration to the villagers itself which was not in reach there was an air talk that it is a gimmick to get the popularity but also the same opinion was there about the “janatha dharshan” of C.M the political field.

    But all the above opinions became upside down when the problems of common man, and villages were solved by the administration.
    Village camp was started on Aug 4th naganur of athani taluks of Belgaum district. It was continued to Gulbarga, Mysore, haveri, and Shimoga, Bagalkot, chikkamagalur, mandya and tumkur district. The remote villages of these districts where C M and administration machine stayed were uttur, mannur, chikkamaggalur, bannur abalur, kaachinkatte, here chikkamageri, marola,navathi, seehalli, belavadi, bevukallu koppalu, honnagodana halli and engalgi. It has given all the facilities to the villages. This can shape a blue pring of village development by the CM camps.

    It was expected that administrative machine was supposed to work along before that is post independent days, but it was not done by any administration.

    It is a truth that villages where CM camped are benefited with schools, colleges, drinking water facilities, electricity, and hospitals in a rapid speed.

    The main points of this projects are to upgrade the physical environment of the villages, to encourage the cultivation and other land activates to increase the income level of the rural people to improve the human resources like education, health to create the job opportunities to village youngsters and developing the community awareness by means of self aid and cultural associations.
